We build the vision.

Bill and Cindy Gallaher started building homes under the Gallaher Construction name in 1979. They started one house at a time, and for years Bill designed the floor plans and built or managed the construction of each home himself. Those years of on the job experience gave him an intimate knowledge and understanding of the construction process. Over the years they developed and built a large array of projects in addition to single family homes.

OSL Construction was born of and is the continuation of Gallaher Construction. It functions as the construction arm of Gallaher Companies and is the longest operating sector of the business. A team of superintendents, now led and managed by the company’s Construction Director, Dave Hunter, enables the successful building of projects such as Senior Living Communities, Multi-Family Projects, shopping centers and single-family homes throughout the western states.

OSL Leadership

Our Superintendents and support team is led by Construction Director, David Hunter out of our Sonoma County headquarters. With a focus and commitment to high quality construction, Dave and his team churn out projects throughout the Western States exclusively for Gallaher Companies and Oakmont Management Group.

Dave Hunter

CONSTRUCTION DIRECTOR

David comes to OSL Construction Inc. with over 30 years of experience in the construction field. Prior to joining the company, he spent 16 years with Ryder Homes, a recognized homebuilder in the western United States. He began his career as a laborer and carpenter, and then obtained promotions to Superintendent, Project Manager and ultimately Director of Construction. He has vast knowledge of both residential and commercial construction.

David oversees all OSL construction projects. He is responsible for all construction activity, including supervision and management of on-site superintendents, working with them to meet construction codes and standards, budgets and schedules, while ensuring top-quality workmanship. His list of completed projects includes the nationally recognized and award winning Fountaingrove Lodge senior community in Santa Rosa, CA.

Born and raised in east Texas, David has spent the last 25-years of his life as a northern Californian. He resides in Windsor with his wife Kelley, of 24-years; together, they have two grown children. Any free time he has is spent playing golf or working on his honey-do list, in that order.

Melinda Plinski

SR. CONSTRUCTION ADMINISTRATOR

With over 38 years in the construction industry, Melinda works closely with David Hunter assisting with site personnel, construction budgets, and reconciliation. She manages relationships with some of OSL’s major vendors, purchasing, contracts, tracking, and ensuring delivery of specified products appear on site when scheduled. Melinda’s sharp eye for detail assures mistakes are caught early and resolved quickly. She works with all areas of the project starting with teams from drafting, design, purchasing, accounting, and the on-site OSL teams to bring a project to the certificate of occupancy stage.

Melinda lives in Windsor with her husband, Larry. She has two grown children and one grandchild. She enjoys decorating painting and gardening.
